Transcon’s experience with pipelines has covered everything from permitting for pipeline protection and realignment projects to preparation of an Environmental Impact Statement in support of a water pipeline. We have performed third-party compliance inspection on behalf of agencies, navigated steep-slope priority areas, and performed long-term revegetation monitoring and noxious weed treatment. Our pipeline projects have been located in California, the Great Basin, and even the East Coast.
Transcon provided third-party environmental support for the construction of a 12-mile water pipeline, a water storage tank, and associated facilities. In addition to an Environmental Assessment, Transcon prepared a Biological Assessment, Cultural Resource Report, and Visual Resource Report. The project area contained several federally-listed species, and we worked closely with the U.S. Fish and Wildlife Service, Bureau of Land Management, and Washington County Water Conservancy District to develop unique mitigation measures to minimize impacts to desert tortoise as well as sensitive cultural and paleontological resources.
Holly Energy Partners, UNEV PipelineThe UNEV Pipeline Project involves monitoring revegetation success on federal and tribal lands between Salt Like City, Utah, and Las Vegas, Nevada. Transcon biologists are responsible for annually surveying 85 transects to record plant community data and document factors that may be impacting revegetation (e.g., grazing, illegal right-of-way [ROW] use, erosion, etc.). Additionally, noxious and invasive weed monitoring occur along all the ROW. Currently, Transcon has met monitoring goals for approximately 85 percent of the 400-mile-long pipeline ROW.
Dominion Energy, Atlantic Coast Natural Gas PipelineTranscon provided compliance inspection contractor services for this pipeline project located in George Washington-Jefferson national forests and Monongahela National Forest. The project consisted of construction of a 42-inch natural gas pipeline across approximately 26 miles, crossing the Appalachian National Scenic Trail and Blue Ridge Parkway as well as steep terrain areas, rivers, and streams. The entire project ROW is approximately 600 miles, located in Virginia and West Virginia.
Pacific Gas and Electric Company, Pipeline Integrity ProjectsTranscon performed permitting for Pacific Gas and Electric Company (PG&E) pipeline integrity projects for 12 years. The majority of these projects involved rerouting, repairs, or boring the pipeline within waterways. Project complexity ranged from robust routing and siting activities, public and agency engagement, site-specific permitting for waterway permits (Streambed Alteration Agreements, Water Quality Certifications, and Nationwide Permits), National Environmental Policy Act compliance, or resource inventories. The project resulted in the successful permitting of over 50 gas line integrity projects.
